There is a close relationship between technology and security and technological have almost invariably found their way into the battlefield. And while in no way suggesting a one-way relationship between technology and human society, it can be seen that new technologies change not only how wars are faught, but when and where they are faught, and less obviously but still equally clearly, why they are faught. As societies change, security objectives change - indeed the very definition of security changes. And that is why it becomes important not only to evaluate the direction of new technologies, but to place them in their domestic and international contexts. |
