This is a joint India-Pakistan study of the Kashmir dispute, involving researchers and interlocutors from both countries. It argues that the difficulties in pursuing various solutions that have been advocated in the last six decades, strengthen the case for making borders permeable, thereby, maintaining the sanctity of the border, while at the same time, providing a human face to the countries' Kashmir policy. PR Chari and Hasan Askari Rizvi were the principal investigators, assisted by Suba Chandran in India and Rashid Ahmed Khan in Pakistan, who conducted and supervised the field surveys on both sides of the Line of Control (LoC). Funded by the United States Institute of Peace (USIP), the study was conducted in late 2007 and early 2008. The main findings of the study were published in mid 2008 as a special report by the USIP. |
